ATTALLA, Ala. (AP) ? Savannah Hardin's life was in turmoil long before police say the 9-year-old was run to death by her grandmother and stepmother for allegedly lying about some candy she ate.
Divorce and custody documents filed in family court over a period of several years reflect a history of fractured family relationships, with Savannah's divorced parents fighting over her welfare; claims of mental instability and abuse between her father and his second wife; medical problems that required frequent doctor visits; and counseling for the girl who still somehow managed to remain among the top students in her third-grade class.
Authorities say Savannah's life ended in exhaustion earlier this month when she was forced by her paternal grandmother, Joyce Hardin Gerrard, to run for three hours, while her stepmother, Jessica Mae Hardin, did nothing to stop it.
The grandmother prodded her along cruelly, and the stepmother didn't intervene until Savannah collapsed in an unconscious heap, investigators say.
Now, Hardin Garrard is in jail and Savannah's stepmother is being held in police custody at a hospital after giving birth to another child. Both have been charged with murder.
Jessica Mae Hardin's attorneys, Morgan Cunningham and Vince Pentecost, said in a statement Friday that Hardin was "incredibly devastated over Savannah's death" and they would prove her innocence.
"Unfortunately, whenever a child passes away, our society wants to place blame, our media wants to sensationalize and our elected officials want to make grandiose statements that are not based in fact," they said.
A defense lawyer representing the grandmother said she will be cleared of any crime.
"Even then, Joyce Garrard and her family will continue to grieve over the loss of their beloved Savannah," Dani Bone said.
Neighbors and classmates created a small memorial for Savannah, depositing stuffed animals and flowers and attaching balloons to a wooden fence surrounding the trailer where she lived with her family off a dirt road. Included in the informal memorial was a white wooden cross hung with a blue ribbon and to which a poem had been attached. A neighbor of Savannah's family, Gail Denny, held back tears as she placed a candle and a stuffed animal at the site Wednesday. She noted that on Valentine's Day, her grandson had asked Savannah to be his girlfriend, and she said yes.
"I just can't believe it," she said of Savannah's death.
A few miles away at Carlisle Elementary School, students placed written letters and hand-drawn pictures on Savannah's desk, which was brought into a main hallway.
"Savannah was an excellent student, earning A's and B's in her school work," said a statement released by school Principal Linda Johnson. "Her favorite subject was math; she enjoyed reading books to earn points in the Accelerated Reader program ? and was very proud of always meeting her reading goals. ... Savannah was a happy child at school. She always wore a smile, and often brightened the day of teachers and administrators with her kind comments."
Many who knew Savannah described her as normal and happy. She played and laughed with other kids at the bus stop, and sometimes rode a four-wheeler with her dad when he visited, they said. She loved horses and her favorite colors were lime green, hot pink and ocean blue, Johnson said in her statement.
Court documents filed by Savannah's father, Robert Hardin, last May show she attended counseling sessions every other week but seemed well adjusted.
But the records also tell a different story, that of a brief life rocked by tumult.
Robert and Savannah's biological mother, Heather Hardin, divorced in July 2006 when she was 3, the records show. The former couple shared custody of the girl, but the mother was her primary caregiver.
Each one of the parents later moved separately to Florida, according to a sworn statement by Robert Hardin. He claimed that Heather Hardin was unfit to care for Savannah.
The Florida Department of Children and Families investigated allegations that Savannah was being mistreated or was living in hazardous conditions at least four times between 2007 and 2009 while living with Heather Hardin in Plant City, Fla., according to documents obtained by The Ledger in Lakeland, Fla., through an open records request. But state officials were unable to find evidence to support the allegations.
Robert Hardin said Savannah began living with him in October 2009. He said they moved northeast of Birmingham in January 2010. Hardin later married Jessica Mae, with whom he had a son, now 3.
Hardin works for the U.S. State Department and lived outside the country, so Jessica Mae and Joyce Hardin Garrard cared for both Savannah and the boy, said a spokeswoman for the Etowah County Sheriff's office, Natalie Barton. Hardin and Jessica split in July 2010, court documents show, with him claiming she had bipolar disorder and alcoholic tendencies. She, in turn, accused him of mental and physical abuse, including pushing her against a wall and throwing her onto a sofa. She also accused him of transferring ownership of the mobile home to Hardin Gerrard to prevent Jessica from getting it in the divorce. Despite claiming they could no longer live together, the couple reconciled by late 2010.
Court documents also show Savannah had an unspecified medical condition that required continuous medication and treatment, including monthly visits with her regular doctor and trips every few months to see a urologist in Birmingham, about 60 miles away.
Authorities say the grandmother became angry when Savannah allegedly ate chocolate, because it contains caffeine, and the girl was not supposed to ingest caffeine given her condition.
Sometime during the afternoon of Feb. 17, Joyce Hardin Gerrard allegedly forced Savannah to begin running in the yard outside their trailer. Barton said the grandmother was running the little girl "like a drill sergeant," pushing her to keep running by saying things like "Move it, move it, move it! Go, go, go!"
Barton said there is some evidence that the girl also was picking up sticks and other items in the yard and placing them in a burn pile. A large pile of unburned sticks and other items could be seen Friday behind the family's mobile home.
The stepmother, Jessica Mae Hardin, didn't intervene and call 911 until after the girl collapsed about three hours into her ordeal, Barton said. Savannah was taken to an area hospital and then later transferred to a hospital in Birmingham, where she was put on life support. Her father made the decision to disconnect her, and she died Monday.
While court documents show the girl's biological mother, Heather Hardin, hadn't been able to see her in months, an ex-husband said the woman rushed to Alabama from Florida in time to see Savannah in the hospital before she died. Authorities said an autopsy showed the child was severely dehydrated and had an extremely low level of sodium, which is necessary for the body to prevent seizures and dehydration.
With both Joyce Garrard and Jessica Hardin in police custody, state welfare officials said a relative is now caring for Savannah's younger half-brother. The same person will care for Jessica Mae Hardin's newborn, they said.
Friends and strangers alike have posted scores of messages on a remembrance site set up on Facebook, with many of them saying they wished something could have been done to save Savannah's life.

Desolate acreage that a few years ago might have sold for less than $500 an acre can now fetch as much as $20,000 an acre, according to land brokers in the region. Farmers are also getting in on the action. Alfalfa and cotton fields are being converted to solar and wind farms as the industry's big players put together mega-deals.
"It's mind-boggling what's happening," said Jean Laborde of Bakersfield, a former farmer who has been selling agricultural land in the Mojave and adjacent Colorado deserts for 45 years.
Laborde has made a killing lately. About 10 years ago, one of his clients listed 750 barren acres near the town of Mojave, but Laborde couldn't sell it. He finally bought the land himself for $350 an acre. "There's no water, the wind blows all the time," he said. "Everyone said this was a Godforsaken place."
Laborde held on to the property, then sold it a few years ago to someone who intended to build a solar power plant. Laborde won't disclose what the developer paid, but the price today would be $10,000 an acre, he said. "Turned out to be the best deal I ever made."
Real estate specialists warn that not all desert landowners will enjoy a similar payday, but try telling that to old-timers who hear about deals that have turned farmers into millionaires. A recent example is the family of alfalfa growers in Gila Bend, Ariz., who sold 3,000 acres of cropland to a consortium of investors, who then sold the land to Spanish solar giant Abengoa for $45 million.
Earlier this year Ari Swiller, who heads aLos Angeles-based renewable energy company, quietly gathered up 11,000 acres near Blythe ? the largest aggregation of separate parcels the Riverside County assessor's office has seen in 15 years. Most of the utility-scale solar farms sprouting in the desert are on federal land, which companies lease for a nominal yearly rate. But some developers prefer private property, even at high prices, because public land carries a thick sediment of bureaucracy: a snarl of federal and state environmental laws that requires time-consuming and expensive analysis before the first shovel of dirt is turned.
Private land carries few similar impediments. As long as the parcel holds no cultural resources or protected species, a solar developer can move quickly and avoid costly construction delays.
Solar companies covet private land for another reason. If a renewable energy project on public or private property compromises habitat for endangered species, the developer must buy biologically suitable private land to account for that loss. The Ivanpah Solar Project, for example, requires that Oakland-based developer BrightSource buy 7,000 acres to replace habitat for the threatened desert tortoise.
Solar companies are reluctant to speak publicly about land prices, partly out of fear that they will inflame an already overheated market. Developers try to fly beneath the real estate radar, often buying contiguous parcels under different names or through third parties to avoid igniting a land rush.

Sandia's decontamination foam is now also a meth eraser
Sandia's decontamination foam, developed more than a decade ago and used to decontaminate federal office buildings and mailrooms during the 2001 anthrax attacks, is now being used to decontaminate illegal methamphetamine labs.
Mark Tucker, a chemical engineer in Sandia's Chemical & Biological Systems Dept. and co-creator of the original decontamination foam, said it renders all types of typical chemical and biological agents harmless.
"For structures contaminated with meth, owners have two choices: demolish it or reclaim it," said Kevin Irvine, vice president and general manager at EFT Holdings, which licenses the Sandia formulation and sells it under two names, EasyDecon DF200, certified against chemical and biological agents, and Crystal Clean, intended for meth cleanup.
The meth cleanup problem is a big one. The U.S. Drug Enforcement Administration's (DEA) Clandestine Meth Lab registry lists thousands of locations in the U.S. where law enforcement agencies have found chemicals or paraphernalia indicating the presence of either clandestine drug laboratories or dumpsites.
In 2007, EFT released Crystal Clean, a chemically identical formula to EasyDecon DF200, but packaged and marketed specifically for meth cleanup. Sites contaminated with meth are considered crime scenes, but the contamination is chemical rather than biological. The approximately 700 remediation companies that clean up meth lab contamination also do other types of crime scene cleanup because they are accustomed to the sampling and documentation process.
Holding the bag
"Property owners are often liable for expensive cleanup costs since most insurance companies won't pay for cleanup related to methamphetamine, viewing damage resulting from meth labs as arising from a criminal act," Irvine said. "That means that property owners and landlords are often left holding the bag for the cost of remediating a residence or business contaminated as a result of meth cooking."
According to the Department of Justice, the chemicals used to cook meth and the byproducts from its manufacture, produce toxic fumes, vapors and residues. The report said anyone exposed to these byproducts, especially children, could suffer short- and long-term health problems. Prolonged exposure to meth byproducts may cause cancer; damage the brain, liver, kidney, spleen and immunologic system; and result in birth defects.
Tucker said many cleaning methods don't remove methamphetamine and the chemicals used to produce it. Incompletely or improperly cleaned surfaces, such as floors, countertops and drywall, can remain contaminated for months or even years, even after many cleanups.
Sandia's decontamination formulation includes a collection of mild, nontoxic and noncorrosive chemicals found in common household products, such as hair conditioner and toothpaste. It contains both surfactants, which lift agents off a surface, and mild oxidizers, which break down the agent's molecules into nontoxic pieces that can be washed down a household drain like detergent or dish soap.
Formulation left meth nondetectable
In experiments from a few years ago, John Martyny, associate professor and industrial hygienist at the National Jewish Medical and Research Center's Division of Environmental and Occupational Health Sciences and a national expert on the effects of meth exposure on children, compared the effectiveness of common cleaners, such as detergent and bleach, on methamphetamine cleanup. Martyny included Sandia's decontamination formula in the testing. His experiments showed that, after cleaning with EasyDecon, the methamphetamine present on tested surfaces was likely oxidized to another compound and was nondetectable.
Irvine said even if a meth site is known, it doesn't always mean it gets cleaned up, due to the expense. Some states don't have cleanup guidelines and don't require homeowners to disclose whether a structure is contaminated with meth. Some families have discovered they were living in a house contaminated with meth only after family members were hospitalized for respiratory problems characteristic of chronic meth exposure.
In the 22 states that have guidelines, structures contaminated with meth are seized by police and the structure is quarantined by a local or state agency (depending on the state) until the structure is proven cleared of methamphetamine to a certain level.
During structure remediation with Crystal Clean, a remediation crew removes everything from the structure, including carpets and drapes, until the house is stripped bare except for the fixtures.
The crew mixes the Crystal Clean solution on site and sprays the foam on walls, ceilings and floors. The foam expands to about 15 times its liquid volume through a special nozzle that draws air into the spray, allowing it to reach contamination in crevices and in the air. In an hour, it collapses back to a liquid. Using only fresh water, rags and sponges, the crew then removes the benign residue from all surfaces.

Foam deployed as a preventive measure
In most instances, Crystal Clean reduces the levels to .02 ?g/100 square cm (microgram/sq. cm) or less, which is considered nondetectable.
Irvine said the Crystal Clean formula is more expensive than other cleaners, but it saves greatly on labor costs and lab costs because other cleaning solutions usually require more than one cleaning, with a larger crew doing the cleaning and with costly sampling taking place in between cleanings.
Another advantage of this cleanup method, Irvine said, is that some other methods are destructive or use more corrosive substances and the resulting chemical residues are themselves toxic. Crystal Clean is rendered nonhazardous and nontoxic, requiring only a surface wipe when finished.
Sandia's decontamination formula was developed with funding provided by the DOE and NNSA Chemical and Biological National Security Program (CBNP).
Sandia has also licensed the DF200 formula to other firms, which have developed it for use in a variety of applications, such as commercial and residential mold remediation, disinfection of hospitals and schools, pesticide removal for farm equipment and military applications, including counterterrorism preparedness. The foam also has been deployed as a preventive measure at presidential debates and a political convention.

Sandia's decontamination foam is now also a meth eraser
Sandia's decontamination foam, developed more than a decade ago and used to decontaminate federal office buildings and mailrooms during the 2001 anthrax attacks, is now being used to decontaminate illegal methamphetamine labs.
Mark Tucker, a chemical engineer in Sandia's Chemical & Biological Systems Dept. and co-creator of the original decontamination foam, said it renders all types of typical chemical and biological agents harmless.
"For structures contaminated with meth, owners have two choices: demolish it or reclaim it," said Kevin Irvine, vice president and general manager at EFT Holdings, which licenses the Sandia formulation and sells it under two names, EasyDecon DF200, certified against chemical and biological agents, and Crystal Clean, intended for meth cleanup.
The meth cleanup problem is a big one. The U.S. Drug Enforcement Administration's (DEA) Clandestine Meth Lab registry lists thousands of locations in the U.S. where law enforcement agencies have found chemicals or paraphernalia indicating the presence of either clandestine drug laboratories or dumpsites.
In 2007, EFT released Crystal Clean, a chemically identical formula to EasyDecon DF200, but packaged and marketed specifically for meth cleanup. Sites contaminated with meth are considered crime scenes, but the contamination is chemical rather than biological. The approximately 700 remediation companies that clean up meth lab contamination also do other types of crime scene cleanup because they are accustomed to the sampling and documentation process.
Holding the bag
"Property owners are often liable for expensive cleanup costs since most insurance companies won't pay for cleanup related to methamphetamine, viewing damage resulting from meth labs as arising from a criminal act," Irvine said. "That means that property owners and landlords are often left holding the bag for the cost of remediating a residence or business contaminated as a result of meth cooking."
According to the Department of Justice, the chemicals used to cook meth and the byproducts from its manufacture, produce toxic fumes, vapors and residues. The report said anyone exposed to these byproducts, especially children, could suffer short- and long-term health problems. Prolonged exposure to meth byproducts may cause cancer; damage the brain, liver, kidney, spleen and immunologic system; and result in birth defects.
Tucker said many cleaning methods don't remove methamphetamine and the chemicals used to produce it. Incompletely or improperly cleaned surfaces, such as floors, countertops and drywall, can remain contaminated for months or even years, even after many cleanups.
Sandia's decontamination formulation includes a collection of mild, nontoxic and noncorrosive chemicals found in common household products, such as hair conditioner and toothpaste. It contains both surfactants, which lift agents off a surface, and mild oxidizers, which break down the agent's molecules into nontoxic pieces that can be washed down a household drain like detergent or dish soap.
Formulation left meth nondetectable
In experiments from a few years ago, John Martyny, associate professor and industrial hygienist at the National Jewish Medical and Research Center's Division of Environmental and Occupational Health Sciences and a national expert on the effects of meth exposure on children, compared the effectiveness of common cleaners, such as detergent and bleach, on methamphetamine cleanup. Martyny included Sandia's decontamination formula in the testing. His experiments showed that, after cleaning with EasyDecon, the methamphetamine present on tested surfaces was likely oxidized to another compound and was nondetectable.
Irvine said even if a meth site is known, it doesn't always mean it gets cleaned up, due to the expense. Some states don't have cleanup guidelines and don't require homeowners to disclose whether a structure is contaminated with meth. Some families have discovered they were living in a house contaminated with meth only after family members were hospitalized for respiratory problems characteristic of chronic meth exposure.
In the 22 states that have guidelines, structures contaminated with meth are seized by police and the structure is quarantined by a local or state agency (depending on the state) until the structure is proven cleared of methamphetamine to a certain level.
During structure remediation with Crystal Clean, a remediation crew removes everything from the structure, including carpets and drapes, until the house is stripped bare except for the fixtures.
The crew mixes the Crystal Clean solution on site and sprays the foam on walls, ceilings and floors. The foam expands to about 15 times its liquid volume through a special nozzle that draws air into the spray, allowing it to reach contamination in crevices and in the air. In an hour, it collapses back to a liquid. Using only fresh water, rags and sponges, the crew then removes the benign residue from all surfaces.
